A Utah bill that would see internet providers blocking online gambling sites had its voting process delayed until the financial impact of the bill could be better understood. Bill HB108 carries with it a stern message: no internet gambling whatsoever. The state has already outlawed all gambling in its Constitution, but the issue demands a solution in the face of a government resolution that would allow nationwide online gambling. According to the details of the resolution, those states not wanting online gambling must expressly opt out. If they do not, they risk the entry of Indian casinos, as the Indian Gaming Regulatory Act would automatically take effect if no opt-out has been declared. The House Law Enforcement and Criminal Justice Committee has been urged by Utah government to pass the bill.

Researchers at Queen’s University Belfast are developing a satellite dish that could revolutionize remote areas. The flat dish, called a Flish, would not only be inexpensive, but lightweight, making it much easier to carry and position. Although the dishes would require a manual set up and exact positioning to receive signals from satellite internet service providers, once initiated, would bring the internet to both developing countries and remote locations where no internet infrastructure exists. This can benefit both residents of remote areas and those who report from them, such as journalists. The dishes would require no professional expertise to set up, and would not consume nearly as much power as the current vehicle-mounted satellite set ups do. While the new satellites are expected to be more expensive than the traditional ones, researchers say that the saved costs in not needing to send out technicians for maintenance and installation will exceed the cost of purchasing the Flish.

Those who need internet when they travel to remote corners of the globe may appreciate the news coming out of Iridium Communications that a new satellite data service will allow them to do just that, and without the involvement of satellite internet service providers. The AxcessPoint Mail & Web app allows a user in even the most isolated areas to get online and check their email, text or place a call using an iOS device. But although the app is free, it still requires the use of an Iridium satellite phone to connect the iOS device to the satellite, and users will still have to pay the cost of about one dollar per minute for satellite service. And according to an Iridium representative, speeds are nowhere near lighting-fast, but are up to 5 times faster than typical speeds from the company.

It’s been a long wait since December’s passing of Net Neutrality rules, but on September 23rd, those rules were finally published in the Federal Register, with lawsuits soon to follow those cable, wireless and DSL providers who are currently in violation. The rules offer protection based on three internet norms which are broadly accepted: that ISPs freely disclose the details of their services, that they don’t block any content from users, including competitor web sites and applications, and that there is no discrimination in the way lawful network traffic is transmitted. Although the rules apply to both fixed and wireless providers, there is some debate as to whether wireless carriers should be playing by the same rules, as those ISPs say their networks are more congested.

A class-action lawsuit has been filed by a New York law firm against one of America’s internet providers that may set a precedent for how ISPs use customer search queries. Currently, there are millions of web users who have experienced some strange results when they use a search engine. Depending on the words they enter, they may be redirected to sites which are related to, but are not a direct result of their original query. For instance, if a user searched for The New York Times, they may be redirected to a page that lists discounts for newspaper subscription. So far, there are 14 ISPs in the United States who have been redirecting traffic in this way. Search terms are passed to marketing companies, and then redirected to the retail website when the corresponding search term is typed in.
